1. Programme strategy: Ensure that Âé¶¹Éç management develops a five year editorial strategy for Âé¶¹Éç programmes and services focused on maximising public value. In 2005/6 this will include:

Ìý

Beginning to reduce the volume of repeats on Âé¶¹Éç ONE in peak time

Ìý

Undertaking work to better understand audience concerns regarding derivative programming, and specifically, reducing the volume of makeover and lifestyle programmes on Âé¶¹Éç ONE in peak time

Ìý

Beginning to increase overall investment in original UK comedy and drama

Ìý

2. Driving digital: Ensure that Âé¶¹Éç management drives the market for free-to-air digital television, digital radio and new media whilst continuing to serve the needs of the analogue-only audience by:

Ìý

Raising awareness of how the Âé¶¹Éç's digital services add value to the overall portfolio

Ìý

Improving their availability

Ìý

Working in partnership with the commercial sector to drive take-up

Ìý

3. Value for money: Ensure that Âé¶¹Éç management implements the findings of the Value for Money review by:

Ìý

Making savings of £105m in 2005/6 towards the target of annual savings of £355m by 2008

Ìý

Developing a detailed, three year plan to transform the Âé¶¹Éç's processes and make it more efficient and effective in providing services that meet the needs of licence-fee payers

Ìý

4. Impartiality and independence: Ensure that the Âé¶¹Éç meets the highest standards of accuracy, fairness and impartiality expected by audiences in all its programmes.

Ìý

In particular, strengthen editorial processes to deliver high quality, trusted journalism by implementing the recommendations of the Neil report and acting on the Governors' independent reviews of impartiality

Ìý

5. Accountability to audiences: Deliver greater transparency and accountability to licence payers by, in particular, in 2005/6:

Ìý

Management ensuring that the changes to the complaints handling process are being implemented across the organisation

Ìý

Governors developing service licences as the key tool for exercising effective stewardship of the public's money.
