Lulu is a fun-loving tortoise who, with her friends Hugo the hare, Freddy and Freda the ferrets, Hattie the owl, Barry the badger and Spike the hedgehog, goes on adventures and discovers more about nature and the world around her.

The teacher announces an election to determine a new class representative. Lulu, the acting delegate, thinks she's bound to be re-elected, but Hugo decides to run against her.
