The 1990鈥檚 were not only a time of great political change in Europe, but this was also a period in which programme making was to change in response to the multi-channel world of TV which was emerging. With so much choice, a programme had to be almost immediately appealing, in an attempt to stop viewers switching to a near infinite variety of alternatives. This posed problems for a documentary series such as Horizon.
