Military barracks collapse in Siberia

A Russian military barracks has collapsed, killing 23 soldiers near the city of Omsk. Konstantin Eggert from the Russian Kommersant newspaper says there is shock in Russia and questions are being asked about how money is being spent on regular servicemen.
