Riek Machar, once South Sudan's vice president, should by now have landed in the capital Juba to reoccupy that post. It is a crucial step in the peace plan to end more than two years of civil war. But things have not gone to plan. His officials say his return has been delayed for administrative reasons. The government says he wanted to come with weapons, which was unacceptable.
