Racial quotas in South African cricket – good or bad?

Are quotas for non-white players a help or hindrance for cricket in South Africa?

South Africa would be prevented from staging the Cricket World Cup or the World T20 following the new guidelines.

Cricket is one of four sports singled out by sports minister Fikile Mbalula for missing their targets for the percentage of non-white players in the national team. The punishment lasting at least a year: a ban on bidding for major international events.

While the black communities have played cricket since the 1880s, it was only towards the end of apartheid in 1992 that black players became eligible for the national teams. So is the current government right to punish the cricket authorities? Or should the best simply be selected irrespective of skin colour?
