International Rescue Committee chief David Miliband says the Syria crisis is "plumbing new depths", with scenes in Aleppo as bad as Dresden during World War Two.

Mr Miliband said UN envoy Staffan de Mistura's offer personally to accompany al-Qaeda-linked jihadists out of the city was a mark of the desperation felt about the crisis.
