Are councils waging an unnecessary and unjustified war on dogs and their owners?

The Kennel Club certainly thinks so. It says dog walking has been banned - or severely restricted - in more than 3,300 parks and open spaces, in the two years since councils gained new powers to do so.

They blame the introduction of dog-asbos.
