Why do you still have to show your boarding pass at airport shops?

Why should you show your boarding pass when the airport shops are hanging on to the VAT? Some airport shops are still asking passengers to show their boarding cards, even after there was a big outcry about it a couple of years ago. They do it so they can claim back the VAT when people are travelling outside the EU. The shops, including WHSmith, promised to stop demanding to see the boarding cards but they鈥檙e still doing it at automatic checkouts according to passengers who travelled recently and posted complaints online.
