Derna floods: Three dams were recommended but only two were built
Derna was hit by Storm Daniel, but the torrents of water streaming through the Libyan city became a tsunami-like flash flood with the collapse of two dams and the emptying of their reservoirs. The head of the eastern administration in divided Libya has blamed nature for the failure of the two dams. But Libyan hydrologist Abdul Wanis Ashour disagrees. He spoke to Newshour's Julian Marshall via a translator.
