Oxfordshire is possibly the worst place in the UK to be a disabled child say a parent group after an Ofsted inspection found 鈥渨idespread and/or systemic failings鈥� in the county鈥檚 Special Educational Needs service. Both the county council and the NHS have apologised and have been told they must make improvements.
