National Highways are adding Emergency Refuge Areas to the M1 Smart Motorway as part of a 拢390 national programme.

A National Highways spokesperson said their data "shows that the roads where there's no permanent hard shoulder are the safest roads on our motorway network".

A Department for Transport (DfT) spokesperson said the government had already cancelled plans for all new smart motorway schemes, recognising public concerns.
