Chris Mason: Burnham's plan for 'No 10 North'
Andy Burnham will use his first major speech as a Labour leadership contender to set out a 10-year plan to raise living standards across the UK, focusing on devolution and the economy. One idea, described by his team as a 'flagship proposal', is the creation of a No 10 North, based in Manchester. If no other candidate emerges, Mr Burnham could be prime minister in three weeks' time.
