Plans to create a whole new garden community in Chelmsford have moved a step closer, after the final part of the development was recommended for approval. The project is set to dramatically reshape the north鈥慹ast of the city over the next two decades near Little Waltham, creatng four brand鈥憂ew Essex villages.
