Marks and Spencer in Swansea is preparing to shut after almost 100 years. It was a staple in the city鈥檚 high street, but it now joins other stores like Zara, Next and Debenhams which have all closed. Swansea Council says it's investing millions to regenerate the area, but are you worried about the future of the high street in our second largest city? Local councils across England will soon have the power to fine drivers for parking on the pavement. Under the new rules, instead of relying on police enforcement, councils will take charge by using civil enforcement officers to monitor and fine offenders.
