Plutonium and high level nuclear waste are transported by sea so that it can be reprocessed in a country where there are facilities to do so. Environmental lawyer Jon Van Dyke talks about the fear of accidents and the need for international laws to govern these shipments. Captain Malcolm Miller describes the safety procedures already put in place by the International Atomic Energy Agency for transporting radioactive materials.
