Giving free alcohol to alcoholics might seem like a bad idea to many, but in Canada it's proved to be a successful way of keeping hardened drinkers safe and helping them to live a stable life. The managed alcohol programme, which began in Ottawa, has now inspired similar schemes across the country and abroad too.
