Should the tradition of throwing graduation hats up in the air be banned?

The University of East Anglia in Britain has tried to ban the practice of throwing the hats in the air after a number of people were injured. But in response to student dissatisfaction, the university has said while it won't encourage the practice, it also won't enforce an outright ban.
