A seven-year British inquiry into the 2003 Iraq war has concluded that the US-led invasion was not a measure of last resort and that peaceful options had not been exhausted. The Chilcot report did not declare the conflict illegal, which might have opened the way for former Prime Minister Tony Blair or members of the armed forces to be prosecuted for war crimes. But relatives of soldiers killed in the conflict said they hadn't ruled out legal action.
