The Chief Secretary to the Treasury, David Gauke, has said "the majority of self-employed people" will see a reduction in their National Insurance contributions. Chancellor Philip Hammond announced in the Budget that National Insurance contributions from the self-employed would rise next year by 2%. However the Conservatives promised in their 2015 election manifesto that they wouldn't raise National Insurance.
