Judith Blakeman has been a Labour councillor for the ward containing the Grenfell Tower since 1978. She says residents and local councillors have been lodging complaints since a power surge in 2013, as well as after the recent refurbishment. "We've had the refurbishment... [residents] were concerned about the fire risks then," she said. She says the fire has also raised concerns about the cladding, which witnesses told her "had gone up like a firelighter". Residents also told her they heard no fire alarms. (Image: Smoke rises from Grenfell Tower, west London. Credit: EPA)
