It is the first duty of a government to protect its citizens. But the Prime Minister's former national security adviser - Sir Mark Lyall Grant - says the government can "no longer keep its citizens safe" from cyber attacks and terrorism. He told a Lords committee that the state was increasingly asking companies and individuals to do their bit. Kristiina Cooper reports.
