The United Nations has a new High Commissioner for Human Rights, Volker Turk, who is replacing Michelle Bachelet. One of his first actions was to issue a warning about what he called the "utterly staggering" toll on civilians due to airstrikes and artillery strikes, on the northern Ethiopian region of Tigray.
