UN Libya Envoy: Lack of unified government hampering relief efforts

Libya has been at war with itself since the overthrow of Colonel Gaddafi in 2011. And that's led to an internationally recognized government in the west based in Tripoli and another rival government in the east which administers Derna. Many western countries say that the absence of an effective central government in Libya is making the delivery of relief supplies that much more difficult.
