Locked up for 12 years for stealing a phone

Thomas White was jailed in 2012 for stealing a mobile phone. At his trial the judge ordered him to serve two years in prison, but twelve years later Thomas still doesn't know when, or if, he will ever be released. That's because he was given a controversial "Imprisonment for Public Protection" sentence , which has no maximum term. IPPs have now been abolished but Thomas's family say he can't be released until he undergoes rehabilitation training, but there are no courses available, leaving him trapped in the prison system.
