Devastating floods have hit in the southern state of Rio Grande do Sul in Brazil. At least 113 people are known to have died, more than 130 others are still missing and tens of thousands have had to leave their homes. Much of the state is under water and it's still raining. The federal government has announced that it's released $10bn to help pay for the rescue efforts, to look after the homeless and to cover some of the costs of reconstruction. James Menendez spoke to Carlos Nobre, one of Brazil's most prominent experts on climate change at the University of São Paulo’s Institute for Advanced Studies and resident of the state capital, Carol Mestrado.
