WIND-CHILL By Isobel Holbourn
One of Isobel's jobs is to produce regular reports for the Meteorological Office from Foula. On a midwinter morning she goes out to do the daily reading, first saying hello to her favourite sheep, Chocolate. The wind is 20 knots easterly, the temperature minus 4 degrees, but with the wind-chill factor it feels more like 22 below. Isobel is angry that the government won't take this into the account as far as heating allowances are concerned.
