The Regional Commissioner for the Mbeya region in south west Tanzania, Albert Chalamila threatened to arrest an entire village after water pipes to a neighbouring settlement were vandalised, if the perpetrators of the damage could not be identified. The villagers were reportedly peeved that their neighbours had piped water and they did not.

Mr Chalamila spoke to Focus on Africa.
