Reference - State Government

the dream act
In 1996, a federal law passed, prohibiting undocumented students from paying in-state tuition rates at public colleges and universities. However, since then, several states have passed their own laws which allow undocumented students who have attended high school in the state to qualify for in-state tuition.

Texas was the first state to pass such legislation, in 2001, and it also allows undocumented students to qualify for state financial aid.

Massachusetts and New Jersey have pending legislation which would allow undocumented students to attend college and pay the in-state fee.

Alabama is not considering any such legislation.
