The Assembly Government is proposing to introduce . If the plans go ahead, it would mean that all dogs in licensed breeding kennels would have to be microchipped in future, and that even small-scale breeders would need to obtain a licence. The Rural Affairs Minister Elin Jones has said that the new rules would offer better protection for dogs, and buyers. But - with an Animal Welfare Act already in place in England and Wales since 2006 - why is better protection needed?
